U.S. 165 drivers passing through Fenton, Forest Hill, and Woodworth should pay attention to posted limits and to the court named on any citation. These communities appear frequently in discussions about fine revenue. Their newer financial reports do show substantial fine-related income, but revenue is not a count of tickets issued on U.S. 165.
This guide separates two useful questions: what the public financial records say, and what a driver needs to do after receiving a ticket. The answer to one does not decide the other.
What the newer reports show
| Community / financial year ending | General Fund fine-related revenue | General Fund total revenue | Calculated share |
|---|---|---|---|
| Fenton — June 30, 2024 | $1,186,767 | $1,397,111 | 84.9% |
| Forest Hill — June 30, 2025 | $660,738 | $954,483 | 69.2% |
| Woodworth — May 31, 2025 | $1,425,631 | $2,773,276 | 51.4% |
The source tables are Fenton’s 2024 report, PDF page 15, Forest Hill’s 2025 report, PDF page 16, and Woodworth’s 2025 report, PDF page 15. These are actual reported financial figures rather than future budget targets.
The reports do not isolate speeding, identify the highway for each payment, or count unique drivers. Fine and forfeiture categories can include matters beyond traffic. Dividing revenue by an assumed ticket price would not produce a reliable citation count.
Fenton’s figures need an audit qualification
Fenton’s auditor disclaimed an opinion on the General Fund and governmental activities because sufficient supporting evidence was unavailable. That limits the confidence readers should place in the reported amounts; the table is not an auditor’s endorsement of their accuracy. Our updated Fenton article explains the qualification and compares 2023 with 2024.
The periods also differ between towns. Fenton’s figures cover the year ending June 30, 2024; Forest Hill’s cover the year ending June 30, 2025, and Woodworth’s cover the year ending May 31, 2025. The labels remain attached so the comparison can be checked.
Watch the signs as the road changes
Treat each posted limit and temporary traffic control on its own terms. A limit you remember from an earlier part of the trip does not establish the limit at the alleged violation location. Leave enough time to adjust as you approach developed areas, intersections, school zones, or road work, and set navigation before moving.
If a citation records a speed and limit you want reviewed, preserve the location, direction, date, and time along with any existing dash-camera footage. Distinguish a normal posted limit from a temporary work-zone limit. Do not return to a roadside location and create a hazard merely to obtain photographs.
Use the ticket’s court designation
A stop near one of these communities does not by itself make the ticket a village or town court case. Read the full court name, charge, and assigned date. If the designation is unclear, obtain a legible copy or confirmation of the receiving court before using a payment portal.
| Municipal case named on your ticket | Official starting point |
|---|---|
| Fenton | The village’s Bill Payment & Fines page has a separate PAY FINES link to QuickCourt. |
| Forest Hill | Use the village’s official Court page and the court information on your citation. |
| Woodworth | The town’s official website links to Fines & Forfeitures; Town Hall lists 318-442-1198. |
| Another court | Use the court written on the citation, even if the stop occurred near one of these towns. |
The official starting points are Fenton, Forest Hill, and Woodworth. Utility-bill instructions on a municipal page are not automatically instructions for resolving a traffic charge.
Before the response date
Confirm whether the particular charge allows payment without appearing, whether an appearance is mandatory, and what payment would resolve. Keep a receipt or written disposition after the case is handled. An empty online search result does not establish that a citation was dismissed or that the deadline moved.
To discuss representation, send our team both sides of your Louisiana ticket and any later court notice. If the assigned date has passed, start with the case and license-status checks for a missed court date.
Official websites and financial tables checked October 2, 2026. The comparison concerns the specified General Funds and fiscal years, not current enforcement intensity or the validity of an individual ticket.
